It's usually a switch within the wiper motor that fails.

I believe there is a tertiary winding (3rd winding) in the motor that gets excited electrically when you turn the switch off, and "Parks" the wipers to their home position.

You got it. Not hard, but finding a good rebuilder can be a challenge. When I did mine, the shop had to mix and match between my core and 2 rebuilt units to get one that worked.
