I believe it's on the passenger side inner front fender or the passenger side radiator core support .PBN

On the 1997 Tunderbird LX it comes with the alternator. It is a module attached to the back of the alternator, and it is included with your alternator when you purchase a new one. Because the alternator and voltage regulator should be replaced at the same time anyway, this is a convenient arrangement. You should never have to replace just the regulator on this model.
