alternator relay has a "capacitor" attached whats its name so I can buyit and how can I test it@

I have a red light on the dashboard  ( the charging light) that should go out
when I actually start the engine but it stays on, a local garage says the
alternator is fine and slightly overcharging at 14.5 they asked me to get a new
alternator relay, I did this, this still doesn't allow the light to go out, the only
thing left is ??? comments please and is it possible for the small capacitor
attached to the relay to be faulty ( how to test??).
Any other suggestions please

There would have to be a regular 12 volt alternator on there to produce 14.5 volts, which is perfect charging voltage. The reason for the light on the dash would be with the voltage regulator for the alternator, or the instrument cluster voltage regulator, and possibly there is a wire broke, or came off somewhere.
