How do I adjust the timing on my '63 tbird?

I am trying to get my car running but keeps
on choking itself out due to timing being
out of whack. How would I go about
adjusting the timing?

How about a dwell meter also.

A vacuum guage is all that is needed to adjust carburation and timing.
