I need the carb base plate for a 1989 festiva. does anyone know where i can get one?

Pick n pull has two 1988's. I'm going to call a couple of junk yards tomorrow.

Sounds like your best bet. If you dont find it there you can also try rockauto.com. i have had good luck with them in the past.
