i have an 87 s10 pickup im getting 12vts to the fuel pump but wont kick on, new pump and assembly

Check relay under hood? Check ignition switch on steering column under dash?

Did you check for a good ground to the pump, there is a known problem with the fuel pump connector burning internally on the ground connector.
