Black canister on driver fender of 1970 monte carlo is it
vaccum for ac or brakes

It is most likely a vacuum storage reservoir. A photo would be helpful.

Unless it was originally a California car it doesn't have the EVAP system. If it looks like a coffee can with 2 vacuum hose connections at one end, it's the vacuum reserve tank for the heater/air conditioning system. Hope that helps! Jim
