All lights work except brake lights
new switch new fuses now what?

Check your turn signal and 4 way switch, they cancel brake lights when turned on. I have seen a number of GM vehicles that the 4 way will be just partially turned on but no enough to turn the flasher on but just enough to cancel the lights, sometimes cycling the switch a few times works but usually you wind up replacing the turn signal switch assembly.
