headlights problem:

Not turning on in the winter season when it's very cold; after warming the truck up usually at least 20 minutes then it turns on.

you may have a bad headlight switch.

Yes, that or corroded wiring in the sockets, allowing condensation in and shorting them out 'til it warms up.
