Could be switch or motor. Test motor with 12v power applied to terminals.

My '88 rear window became non functional. THanks to the 4runner tips and tricks page I realised most circuits operate by grounding out the circuit. in other words - the window switches don't apply power - they complete the circuit by grounding. So i pulled out my rear window switch and clipped my $6 tester (a clip, connected to a wire, connected to a screwdriver looking thing with a lightbulb in the handle) to a ground and touched the connections on THE BACK of the switch. That is how I operate my window now. Very dependable.

You can try Switch Doctor, they have free life warranties on all aftermarket 4runner switches: http://www.switchdoctor.net/index.php?p=catalog&mode=search&search_in=all&search_str=4runner
