My car is a 2002 Tacoma with only 28,000 miles . The shop guys tell me I need to replace all fluids, including transmission. It is an expensive maintenance task. My question is, if the car has only this mileage, why do I need to replace ALL fluids? I am driving in urban areas only.

I do not know why they tell you to replace all the fluids the only fluid that should be replaced regularly is the engine oil. If you go to your manual it will tell you what other fluids need replacing and when. Which will be at a point of a great deal of more millage then you have now
Go -no RUN-to another shop. There are honest auto mechanics that want your repeat business in the future; instead of the "quick buck" mentality that just wants your $$$ now.
