2002 4R - How often does the timing belt need to be changed? Also, what's the best & least expensive way to raise rear end a little?

Hoopster, I'd refer to your vehicle owner's manual as to how often your timing belt needs to be changed. The manufacturer has every reason to be upfront with you on this, as it's a safety issue they don't want to be liable for. Bear in mind some vehicles are now equipped with timing chains instead (like BMW), which to my knowledge, never need to be changed.
