I have a smart key fob for my 2005 toyota prius that will start the car but the lock and unlock function buttons will not work the door locks.

There is a known problem with these keyfobs. Check to see if you can lock and unlock from the door button. If you can, one of the buttons on the remote got stuck (shorted). Unfortunately you may have to buy a new fob.
