can i put a 2006 2.2 cobalt engine in a 2007 cobalt?

my son tried to put a 2006 2.2 engine into a 2007 cobalt that had a 2.2 it will
not turn over.  help??? will this work or did he waste his time?

Not turning over makes me think he missed something. If it does not fire up you may have a security system issue.
