'92 Toyota Pickup will not start

When I turn the key to the start position, I hear a clicking sound coming from under the right side of the dash.  It will not start. When I attempt to jump start it, I get the same response.  The battery is new - has 12.5 volts

Does it turn over at all? if not the clicking under the dash could be a relay that went out. im not positive on where the starter solenoid relay is but its worth looking in to.

Your battery terminal connections or connections to your solenoid may be loose. I would try the battery cable connectors first, toyota puts cheap crappy connectors on. You will know you are not getting a good connection if you test the cable a little further down and get low voltage.
