has hill brake does not release when trying to start on hill is there a way to disconect

If the cables are bad cut them with bolt cutters. On flat ground.

I had the return spring stretch out on my hill holder, so I disconnected the cable that attached to the clutch pedal. Check the clutch pedal itself and you should be able to trace the linkage.
