Clicking noise

Someone pranked my granddaughters car by putting powdered sugar down the air vents. No the car is making a clicking noise on the passenger side.  The manual states there is a filter behind the glove compartment.  Also feels like there is a motor there.  If the filter is plugged could the motor be trying to start and is making the clicking noise?  If that is the problem could the motor start on fire? Also how in the world do you get to the filter?.  Can't do as the manual says.
