fuel pump issue

I have a 2000 Pontiac Bonneville that isn't getting power to the fuel pump,
but with it disconnected from module have power. Have tried putting a lamp
to the leads but it doesn't show power either. Appearently, With no load
everything works as it should. I do also see about 3v on it with no load
and key on, after it initializes at 12v for test.

Most modern cars have an oil pressure safety feature. If the oil sending unit is bad or disconnected, or the oil pump has failed, power will be shut off to the pump.
