i ran my 02 pontiac montana van out of gas a few wks ago sitting in my alley warming up. I went to start it and it acts like its going to but doesnt. It has sat for 3wks now whats wrong

You most likely burned out the electric fuel pump. The gasoline cools and lubricates the fuel pump motor. Since you ran it dry it's probably shot. HTH. -Jim
