My 98 Plymouth breeze has a yellowish brown thick liquid coming out my radiator cap!!!! Nothing in oil!! What could it be?

Oil could be migrating to the radiator over filling your system, or someone used some stop leak product in your cooling system and your car is overheating.

Yes it starts to overheat when you slow down or idle.
