Had the same problem with my washers on my 2000 montero sport limited. I had a clogged line. Un hook line at the tank and blow through it with a air compressor. Took a few time but it broke loose. Also has dirt in the nozzles on the hood. Soap and water and and spray it with your air hose.

Washer fluid container is in front bumper just in front of passenger side front tire.

Just replaced the horn relay on ours. It is located on the passenger fender. The replacement relay is ~$30 (or more) but I grabbed an off the shelf relay for ~$5 and modified the connectors. Works great. Of course the was after I tested the horns themselves by applying 12 volts then measuring whether there was 12 volts at the relay. There are 2 relays there but I can't remember if it is the front or back one. The other is for the ABS.
