My 2002 Mitsubishi Galant with 291k miles just had the timing belt
changed. Now it starts about 10% of the time. When it doesn't start I hear
sounds coming from the engine like it's backfiring really quiet. Seems to
have a timing issue, or a Crank Shaft Position Sensor. Also, when I try to
start it the battery dies out, then when I jump start it the car turns on.
Without putting more money into the car, what do you think might be the
problem?

Since you have the timing belt changed, why didn't you go back to the garage that changed it? Let them make it right, the timing does sound off. Because of that you drained your battery. Put it on a trickle charger overnight to have enough charge to start and drive over to the repair shop.
