should I put the emergency brake on my 99 Mercury Cougar when I am parked

If it's a stick shift, yes. If an automatic no. Except if you're parking on a hill or other type of incline. Then, put it in park and set the emergency brake before removing your foot from the regular brake pedal. Doing this will prevent the shifter from "winding up" and being difficult to shift out of park once you go to leave. HTH. -Jim
