02 merc mountaineer wont start in cold weather

In very cold weather i have to heat my
engine with heaters to get it to
start.replaced feul pump filter
&relay.&this still occurs.when i turn it
off go in store it starts right back up but
if it sits in cold for 3 or more hrs i have
to bring heaters back out to start it
.please help me dealer wants to charge
me for 5 hr of test at $150a hr please
help

does it crank ok? or crank and not start? how old is battery? 4 years on a battery is max.
