Yes, the reason is the valve overlap was longer than engines of today, so just before the piston was at TDC on the exhaust stroke the intake valve just started to open, you will notice it more with straight pipes as you have totally done away with any exhaust restriction, you defentely don't want to run out in the brush or a public road without a flame arrest or on it.
