Trying to get the right tire pressure with tires rated at 1640 pounds and 44 psi max. Per
these numbers the tires would be underinflated at the recommended 29 or 32 psi as
suggested by the car manual.

When you buy tires, they include a Max. pressure rating. That is the maxiumum the tire can handle. I never go that high. Always stick with the manufacture recommended pressures for proper handling of the vehicle. There is usually a sticker/tag in the car, on the door frame or glove box and or the owner manual. I always keep my pressures on the high end of the recommended, so 32psi in your case.
