what is that hande under the steering wheel

looks like a handle with a black grip on it sandwiched between welded in place  
bracket and a bracket that is secured with 3 screws on each side and under
the steering shaft.

Sounds like the handle to tilt the steering wheel up or down. I think you pull towards you to release the mechanism.
