can my windshield wiper arms be adjusted?

my wiper arms hit the upper edge of the hood and the paint is chipping off.
they hit pretty hard when I lift them to wash the windshield   I don't know if
they hit when operating or not.

You will have to take the arms off the wiper pivot to find out. If there is 1 larger spline on the pivot shaft then no they cannot be adjusted and you will have to find out why they are going that far, could be worn out bushings. If there is no large spline then make sure the wipers are in full park position and install the arms up from the edge of the glass on the windshield and tighten the nut. Note: sometimes the wiper arms were run loose and has ruined the hole in the arm base where it slides on the pivot shaft, so look at them closely while they are off just to make sure they aren't hogged out.
