my gas lines were cut above the gas tank can i use a black hose w/clamps to fix them

are those lines under some kind of pressure because of the kinds of clips that are on them

Yes they are under pressure. As an extremely temporary fix yes thick rubber hose and hose clamps can be used. I do not recommend it though.
