i am looking at a 2013 subaru. under the hood i noticed small areas with a while silt kind of material as some white stains. what is this? results of flooding? or cleaning material?

More than likely cleaning fluid,but if you have any doubts,before you purchase,run a carfax.

Can you provide a picture? All we can do is speculate.. It could be a lot of things. I've seen coolant dry white on some things but it could be one of many things.
