320d low revs performance

Please can anyone tel me does all 320d 2000 model have no power in low revs. can i boost the turbo?

I haven't owned a 320d, but I've driven a couple of them. I remember that the low rev power (below 1500 rpm) was very poor. It was a common problem with diesel engines during those years. My Ford Mondeo 2,0 Tdci had the same issues.
