Why does fan still run a bit after car off?

I have a 2010 Chevy Cobalt and the faN stays on for a bit after I turn off
car,why?

It's cooling the engine. The fan is thermostatically controlled and runs until the coolant is cooled to a certain temperature whether the car is running or not. Sounds like everything's working fine. When its cool, check your coolant level and top it up if needed.
