When the weather is cold or really hot my car will not start. The battery is not the issue the panel lights up the radio plays BUT it won't start what could the problem be

are you sure the battery isn't the issue? does the engine turn over? The best test for a battery is a load test. this must be done when the battery is fully charged, some auto parts stores can do this. just because the dash lights are on doesn't mean the battery is good.
