I have 1994 Civic with a blown engine. I'm looking for the cheapest way to get an engine that will pop right in. What other years will work or am I limited to the 1994?

A junk yard engine will be the cheapest way if you can do the job yourself. Try and get one that you can hear run with some kind of warranty.
