94 honda accord

My 94 honda accord has 12 volts to the starter but
refuses to turn over is that a bad starter that is my
best guess but wanted to know if there is another
possibility. Also car has no power after I turn the
key to crank then I have to go jiggle the battery
connectors for power to come back if that helps

Sounds like dirty or badly corroded battery cable ends, clean the battery posts and cable ends so they are shiney clean. On some Hondas the battery cable ends have to be replaced cause they just corrode away. HTH

Brand new starter cable and battery terminals so that can't be it. Also because I am getting 12 at the starter

Have you done a voltage drop test? Any time you have to jiggle any kind of wiring to make something work it usually indicates an intermittent open or broken circuit. HTH
