My wifes 2005 Chevrolet LS instrument panel remains on although car is switched off. Car had to be kickstarted as ignition swings right around (key turns 360) but car don't start. Had take out fuse to stop engine running although battery terminals were removed. Thanx ( clintpowell10@gmail.com)

I'd fix the ignition lock cylinder/switch first, most probably your issue.
