What does it mean if the timing is wrong on th motor of a ford contour?

The timing belt it brand new and
everything is good with it but it don't
no what that means? Im brand new
with cars and i dont want to get over
charged

If the timing belt is new but was installed incorrectly the top end of the engine is not in sync(or time) with the bottom end of the engine. So it will run poorly, not at all or worse do damage to the engine.

No not at all. Who said the belt was new?

The previous owner had changed it 3 months it broke down and i bought it a month after

It could be something other than the timing. Just because they told you that doesn't mean they actually did it. It's sad to say but you can't trust people anymore. Did they show you a receipt for the work they had done? Have it looked at by a reputable mechanic.
