Is it a 1300cc or 1600cc or in between. Is the carburetor a downdraft or niki and also is it a 32/36 - or - 34 downdraft, Fakume is always the problem with VW bugs. Let me know.

Make sure the idle cut solenoid is operational, you may want to take it out and spray some chemtool in the jet just too make sure there is nothing in there while your checking the solenoids operation, then you will have to recheck the idle air mixture screw and the base idle, if your still having trouble start checking for vacuum leaks.

It is a 1600 duel port :)

It is a empi carburetor with a oil filled air filter. Not sure about "downdraft" :)

OK so you have dual port heads, a 1600 cc engine with a single carb centered above the engine, and yes it is a downdraft style, make sure it is the right carb for the engine and not too small as it would make the engine too lean and burn a valve or a piston. also make sure the oil level is correct in the air breather, too much and it can't breath properly too little and it won't capture the dirt in the air.
