98 crown Vic gear shift won’t lock

Yesterday my car wouldn’t move from park.
After putting on the E brake and moving gear
to neutral I was able to turn in car and drive it
home. I was trying to do the same thing
today so i can drive the car to work and then
all of a sudden the gear became really loose
and won’t lock into place.
Originally I was thinking it was the brake
sensor bc my brake lights wouldn’t turn on.
Even after I change that, the gear shift will
still be loose and not lock into place.
