is a 99 explorer transmission worth rebuilding

I was told once that 99 explorer trans is not worth rebuilding. I am not able to
throw around a lot of money, so is it worth putting a lot of effort into my suv
that is starting to slip?

Depends if you like the SUV and it's in nice shape. Slipping does mean it's time to replace. A new or rebuilt one will cost more than the vehicle is worth. You can look into a used transmission as an alternative.
