Is it just when you turn on the key or just when you crank it?

You have 2 "hot" (+) wires going to the stereo. One is hot all the time to keep the clock running and save the station presets and the other is hot only with the key in the on or accessory position to light up the display and play the radio. Sounds like the full time hot wire is disconnected or the fuse is blown. If this is not the factory stereo double check your power connections. HTH. -Jim

If it does it both times then you have a voltage drop on the main power pathway for the inside control center or fuse block, first thing I would check is the ignition switch, it could be missing a leg of power when it's turned. This may be an intermittent so you will need to be quick with the testing.
