Rocky engine transmission

I have a Rocky 1.6Engine,my problem is the RPM
increases with increase in speed, and not
necessarily by acceleration,  a release of the
acceleration peddle does not reduce the
RPM(revolution per minute)... This has resulted to
increase in fuel consumption... Could this be a
mechanical problem.  Peter

By increase in speed not by the accelerator, do you mean coasting downhill in neutral and as the MPH speed increases, the RPM of the engine increases?
