why am I having problems securing spare wheel back on?

Practising removing spare wheel from under car. Got it out but having problems putting it back in place. I have turned the bolt over 300 times (clockwise) put it does not seem to be moving back up much or tightening. The wheel is in correctly i.e it is  not blocking anything.
What am I doing wrong? The car is 2nd hand I just bought from year 2007

Also the spare is bigger than the other tyres. This is not normal, right? A mistake by the garage?

The cable or mechanism is propbably rusted/corroded, you will have to take the tire back down to inspect. You might even have to replace some parts. The bigger spare tire is not normal, is it mounted on the proper rim that fits the lugnut pattern? If it does, having a larger tire on the wheel isn't a big issue, you only need to use the spare to get to a service station in an emergency.
