tail lights out

fuse blows on dash lights and tail lights everytime I turn them on

Did you install a radio and pinch a wire? Maybe some damage to the insulation on wires going to the tails? Sounds like you have a short circuit to ground. The word "short" is commonly used to describe many electrical problems but this is what it really should mean. -- You could try disconnecting the connectors to the tail lights. If it blows another fuse, you know it's not in the tails.
