My 2000 dodge neon taillight fuse blows continuously every time it rains what's wrong with it? How do I fix this?

Has it been rewired for trailer lights? if so the problem might be in the trailer wiring or plug.

Idk I bought it off of craigslist where would I look for that problem at? Thanks

Under the rear bumper or just inside the trunk depending on the system that was installed.
