How to tell if timing is off on 2003 Dodge Neon SXT

The proper way to tell would be to check the timing marks for the crankshaft and camshaft, which involves removing all accessories and the timing cover from the 'front' of the engine. If you go in that far, you may as well replace the timing belt, timing belt tensioner and water pump.
