can a bad EMC cause my dodge intrepid to lope, Drop into low gear when i stop too fast?

Yes, but so will bad grounds, low voltage, corroded wiring, out of spec sensors, etc. you just can't start throwing parts at hoping you might find the problem. Take it to a shop you trust and get it checked out.

I did and they said replace the tranny, so I replaced the tranny with another one, and it still does it.

Agree with tennisshoe,if the ECM is bad it would shoot alot of code,s,,go have it checked.
