Maybe you need a new speedometer cable.

That or the plastic gear in the tail shaft is stripped

On my 1995 Silverado there is no cable, the gauge cluster will just pull out from the plugins. There is a fuse for this also, but so I am not sure what you have on the 1990 manual trany. Otherwise check out the answers above...
