1989 Chevy 1500 2wd 350 /700r4 Tranny went out and locked up the motor

I just aquired an 89 Chevy 1500 2wd 350 / 700r4 the guys son didnt maintain it and wouldnt shift pass 30MPH, he drove it the tranny smoked then started leaking and the turcked just stopped and shut off. WE towed it to the house and tried to rotate the crank front pulley it wont move. Can the transmission lock up the motor? You cannot start the truck either. The truck was running fine until the tranny went out.. Just need to know an idea before i have to start checking on a replacement motor now with the tranny.

The trans by itself can't lock up a motor. Sounds like when it wouldn't shift he kept trying to go faster, redlined the motor and locked it up.
