why does my power steering making noise while driving if I don't put some kind of pressure on the wheel

while driving my power steering makes a noise if I turn the wheel left or right and add a
little bit of pressure it stops what is causing this

Might be a faulty PS pump or it's just low on fluid. Did you check the fluid reservior?

New ps pump & fluids full
